Protective Device & Breaker Testing

We test low voltage, medium voltage, and high voltage circuit breakers, protective relays, and associated control and trip circuits. Our field technicians perform trip characteristic testing, timing tests, and secondary injection testing using calibrated relay test sets to verify that every protective device operates within manufacturer specifications and electrical coordination study requirements. Testing is performed on molded case circuit breakers, insulated case circuit breakers, low voltage power circuit breakers, and medium voltage vacuum and air-magnetic circuit breakers.

All protective device test results are documented on standardized test data sheets and compiled into a commissioning record for the owner. These records serve as the baseline for future maintenance testing and support OSHA and NFPA 70E documentation requirements for electrical safety programs.

Grounding System Verification

HRE Construction performs ground resistance testing using fall-of-potential (three-point) and selective clamp-on methods to verify the effectiveness of building and equipment grounding systems. We measure soil resistivity for new ground grid designs and perform ground continuity checks to verify all equipment bonding connections. Effective grounding is critical to personnel safety, equipment protection, and proper operation of protective relays and ground fault systems.

VLF Cable Testing & Insulation Testing

We conduct VLF (very low frequency) cable testing for medium voltage power cables using 0.1 Hz AC test voltage to identify insulation weaknesses and moisture ingress in cables before energization. This non-destructive test method is widely accepted by cable manufacturers and IEEE standards and provides confidence in cable system integrity without the cable damage risk associated with DC hipot testing. We also perform insulation resistance (megohmmeter) testing on motors, transformers, switchgear, and power cables, and transformer turns ratio (TTR) testing to verify transformer winding condition and proper tap connections.

Arc Flash Hazard Analysis & NFPA 70E Compliance

Our team supports arc flash hazard analysis and equipment labeling programs to bring facilities into compliance with NFPA 70E Standard for Electrical Safety in the Workplace and OSHA 29 CFR 1910.333. We coordinate with electrical engineers to implement short circuit study and coordination study recommendations, provide field verification testing of protective device settings, and confirm that equipment labels reflect actual incident energy levels at normal operating configurations.

System Startup & Energization

HRE Construction's startup services guide newly installed electrical systems from construction completion through safe energization and full production handover. Our startup procedure includes pre-energization inspection and testing, step-by-step energization with load monitoring, motor rotation verification, VFD and motor starter load testing, and PLC and control system functional checkout.
